Good news, Ross Tech posted new version software VCDS-Lite , which works with
all versions of Windows, from Windows 95 though Window 7,
Both 32-bit
and 64-bit Windows builds work fine.
We tested the new version software with window XP, VISTA and windows 7, they are all working fine with our this cable.

VAG-COM will work with most Volkswagen and Audi models sold worldwide from 1994 onwards.
It will also work with most SEAT and Skodas sold outside of N. America.See below
for full list. If your VW or Audi has a 16pin OBD II style Data Link Connector then VAG-COM will work.
