Insert a SIM Card from foreign carrier, which is a carrier other than the one branded on your phone. When you turn on the phone you should get one of the messages below:

Why is my phone locked?
The reason many network providers SIM lock their phones is that they offer phones at a discount to customers in exchange for a contract to pay for the use of the network for a specified time period, usually between one and three years. This business model allows the company to recoup the cost of the phone over the life of the contract. Such discounts are worth up to several hundred US dollars. If the phones were not locked, users might sign a contract with one company, get the discounted phone, then stop paying the monthly bill (thus breaking the contract) and start using the phone on another network or even sell the phone for a profit. SIM locking makes it more difficult to do this.
What is a Hard-Lock?
A Hard Lock is a permanent carrier lock.Your phone will become hard locked by attempting to enter an incorrect unlock code more times than your phone allows, permanently locking the phone to the current carrier. Each phone manufacture has a different limit for the amount of unsuccessful attempts before the device becomes hard locked. The standard amount for Nokia, Samsung and Motorola is 5 attempts. How do I know my phone is Hard Locked?
Power on the phone with a Not Accepted Sim card. The phone will display "Sim Network Unlock Pin". In order to find how many attempts you have remaining you must enter a invalid code. You can do this by entering all zeros "0" as the unlock code which will be either, 8 or 16 digits depending on model. This will give you a Network Unlock Request Failure and a message "
Number of Attempts Remaining: #" will display on the screen.
If your phone is Hard Locked it will display "
Number of Attempts Remaining: 0" and you should not proceed with purchasing an Unlock code as your phone is permanently locked.
Motorola phones come from the factory with 5 attempts.
