Under staff target AST396 the intention of the RAF was to have an outstanding ground attack aircraft which would combine the warload-radius performance of the Jaguar with the short take-off and vertical landing ability of the Harrier. The performance of the American General Dynamics F16 changed this line of thinking. Following a period of reassessment AST414 was issued which concentrated on the dog-fighting role. Germany wished to replace its ageing Phantoms, France needed a Jaguar replacement but having developed the Mirage 2000 was in no hurry to see it suddenly be made obsolete. The government grant was provided to build a Experimental Aircraft Programe EAP. Messerschmitt-Bolkow-Blohm and Aeritalia were partners in the programme but in 1983 MBB withdrew most of their support and the Italian government stopped official finance to Aeritalia leaving BAe to continue with support from Aeitalia later named Alenia using thier own company funding.
With guaranteed finance progress on building EAP was rapid, the wings being co-bonded by late 194 and work to equip the fuselage being started in 1985. In October 1985 the structurally complete aircraft was rolled out for weighing becoming the first single seat British experimental fighter design to be produced for 25 years. On Appril 16 1986 the completed aircraft was rolled out at Warton. On 8 August 1986 bearing serial ZF354 the EAP made its first flight from Warton piloted by J D Eagles, the following month it appeared at SBAC Farnborough where C J Yeo demonstated its outstanding agility. on 1 May 1991 all flight testing of the EAP was completed. Although not intended as a prototype for the European Fighter Aircraft much was learned from the dsign and flight tests.
Britain Germany and Italu had officially launched the European Fighter Aircraft programme in 1985 and both Spain and France were invited to join but france refused and the other 4 nations formed Eurofighhter Flugzeug GmbH in june 19863 A new engine was required for the EFA
